NRE covers everything spent before the first unit ships that does not repeat with volume: schematic and layout work, firmware development, injection-mold tooling, radio and safety certification, test jigs and pilot runs. Contract manufacturers and design houses quote it as a separate line from the per-unit price, and it is the figure that makes low-volume IoT products expensive even when the bill of materials is small.
The main design lever is how much NRE to accept in exchange for a lower unit cost. Building on a pre-certified IoT module and an off-the-shelf enclosure minimizes NRE and shortens time to market; a custom board and plastics cost more up front but pay back at high volume. Working with an ODM spreads NRE across customers who share a platform.
