Report the scam (a denuncia or a querela) to the Polizia Postale or at any police or Carabinieri station, and call your bank at once if money left your account.

The online pre-complaint is being tested only at some police offices in Lazio; elsewhere you file the complaint at a police office or Carabinieri station. A querela must be filed within three months of learning of the crime, unless the law says otherwise. The national cyber agency (ACN/CSIRT Italia) and CERT-AgID have no reporting service for scams against individuals, and there is no single national victim support service.

If the seller is in another European country

If you paid a shop or a company based in another EU country, Norway or Iceland, the European Consumer Centre of the country where you live can help you for free. Report the scam to the police of your own country as well.

If money has left your account, call your bank first, on the number printed on your card or shown in its official app, and ask it to stop or reverse the payment. For bank transfers, the US Federal Trade Commission (FTC) says to report it to your bank “immediately”. Then report the scam to the police or the national fraud reporting service of the country where you live, using the table above.

What to do now

  1. Call your bank if money or bank details are involved.
  2. Stop replying, and delete nothing.
  3. Report to the police or the national fraud service in the table above.
  4. Forward the scam message, where your country has a service for it.
  5. Keep the reference number you are given.
  6. Never pay anyone who offers to recover the money.

A report is worth making even when the money cannot come back. The UK Financial Conduct Authority (FCA) says it cannot get your money back, but it looks into every report and each one “could help protect others”. What follows applies in every country.

What should I prepare before I report?

Gather:

  1. The messages. Texts, emails and chats, as screenshots and as originals left on your phone. The FBI’s Internet Crime Complaint Center (IC3) asks people to keep original documents “in a secure location”, because investigators may ask for them.
  2. The number or address it came from. The UK National Cyber Security Centre (NCSC) tells people to take a note of the number before forwarding a scam text.
  3. Web addresses. Copy them as text, without opening the page again.
  4. The payments. Date, amount, the card or account you paid from, who received the money, and the transaction reference. The IC3 form asks for “transaction date and amount, who received the money”.
  5. Receipts. Card and transfer receipts, crypto receipts, and any gift card with its receipt, which the FTC says to keep.
  6. A short timeline. In Italy, the Polizia Postale explains that a complaint sets out the essential facts and, where possible, anything that can help identify the person responsible.

After you report, keep the reference number or a copy: the IC3 says its confirmation screen is the only chance to save one, and in Italy you have the right to a receipt.

Which channel is for what?

The table sorts each country’s channels by kind. In plain words:

  • Police. The formal report of a crime. In some countries an online form is a tip, not a complaint: in Italy the Polizia Postale’s Segnala online form does not replace a complaint.
  • Fraud reporting. A national service that collects scam reports and passes them to investigators. The FTC uses reports to “build cases against scammers” and “spot trends”.
  • Forward scam messages. A number or email address for a scam text or email you received, even if you did nothing with it. It helps block senders and remove fake pages, but it is not a crime report: the NCSC writes that “you should not report a crime to the NCSC in this way”.
  • Help after an online attack. National cyber security agencies with advice for a hacked account or an infected device, like the UK NCSC’s advice for individuals.
  • Investment scams. The financial regulator, for fake investment firms and trading platforms. The FCA can only look into scams involving the financial services it regulates.
  • Consumer help. For a shop that did not deliver or will not refund. Enforcement authorities “generally do not act in individual cases”, the European Consumer Centres note, but may act when many people report the same trader.
  • Personal data. The data protection authority, when an organization mishandled your personal information. It does not get money back: the UK regulator, the ICO, says it “can’t award compensation”.
  • Support for victims. Free help to cope. Victim Support in England and Wales says you do not need to talk to the police to get its help.

If you only received a scam message, forwarding it, where your country has a service for this, is enough; if you lost money, report it to the police or the fraud service too.

What if the scammer or the shop is in another country?

Report in the country where you live. You do not need to travel, and do not pay anyone who says they can reach the scammer abroad.

  • A shop or company in another EU country, Norway or Iceland. The European Consumer Centre of your country helps for free; there are 29 centres, one in every EU country, Norway and Iceland. If you live in the UK, ECC-Net points to the UK International Consumer Centre.
  • Anywhere else. ECC-Net suggests asking your payment provider, which may be able to reverse or pause the payment, reporting to the police, and reporting on econsumer.gov, which it describes as a partnership of 65 consumer protection authorities that helps them spot trends.
  • Services that accept reports from abroad. The IC3 says anyone affected may file, including citizens of another country.

What happens after I report?

Nobody can promise an outcome, and you may never hear back: the IC3 says “you will not hear from the IC3”, and the NCSC cannot tell you the result of its review. The police or the agency that receives the report decide whether to investigate. A refund is decided by your bank or payment service, not by the body you reported to.

Watch out for the second scam. The FTC warns that scammers contact past victims posing as a government agency, a consumer group or a law firm and offer to recover the money for a fee, and that “government agencies and legitimate organizations will never ask for money to help you get a refund”. The FCA adds: “we won’t contact you to tell you we have your money”; and the IC3 says it never works with law firms or crypto services to recover funds. The European Consumer Centres have warned about fraudsters using their name; their help is always free.

How do we keep this list up to date?

Every link in the table was opened on the date shown next to it, and the whole list is rechecked every three months. Names change: in the UK, Report Fraud replaced Action Fraud as the national service for reporting fraud and cyber crime on 4 December 2025, according to GOV.UK.

If a link no longer works, tell us through the contact page, choosing “A correction”.

Common questions

How do I report a scammer to the police online?

It depends on the country: the table on this page shows, for each one, whether there is an official online form and where. In England, Wales and Northern Ireland you can report to Report Fraud (formerly Action Fraud) at reportfraud.police.uk or on 0300 123 2040; in Scotland, the NCSC says to call Police Scotland on 101. In the US, the FBI's IC3 at ic3.gov takes reports of crimes that happened online, and the FTC takes scam reports at ReportFraud.ftc.gov. If money left your account, call your bank first.

How do I report a scam website?

Copy the address as text and do not open the site again. In the UK you can report it for free to the NCSC, which can have scam websites taken down; in the US, report it to the FTC at ReportFraud.ftc.gov; in Italy, use the Polizia Postale's Segnala online form, topic Phishing, with the address of the fake site. If you paid on it, call your bank first and report it to the police as well.

How do I report a scam text or a scam phone number?

Write down the number first. In the UK, forward the text for free to 7726, a scheme most phone providers run, as the NCSC explains. In the US, the FTC says to forward it to 7726 (SPAM), report it in your messaging app and report it at ReportFraud.ftc.gov. If you lost money after a text or a call, report it as a crime too, to the police or fraud service in the table.

How do I report an online scam to the Polizia Postale in Italy?

A formal complaint (a denuncia, or a querela for crimes prosecuted only if the victim asks) is made at a police office or a Carabinieri station, as the Polizia Postale explains, and you have the right to a receipt. The Segnala online form on commissariatodips.it is for reports and does not replace a complaint. An online pre-complaint at denunceonline.poliziadistato.it, with SPID or CIE, is being tested only at some police offices in Lazio, as the Polizia Postale lists, and must be confirmed in person within 48 hours. If the scam is still happening, call 112 or 113.

Can I report a scam from another country?

Start in the country where you live, with your own police or fraud service. Some national services also accept reports from abroad: the FBI's IC3 says anyone affected may file, including citizens of another country. If you paid a shop in another EU country, Norway or Iceland, the European Consumer Centre of your country can help for free, and for other cross-border scams the consumer centres point to econsumer.gov.
